Dirk Mandel is a graduate in civil engineering of the Technical University of Karlsruhe, Germany.

He spent 18 years with BILFINGER BERGER AG in Germany, France, China and Qatar where he held various management positions in the field bridges, WWTPs, infrastructures, turn-key building constructions and finally as Head of Planning and Engineering of the BB International Division based in Wiesbaden. He came to Qatar in 2007 and was on the BARWA CITY PROJECT as Planning and Engineering Manager for 5 years. He joined STRABAG QATAR W.L.L. in 2012, an Austrian based General Contractor for infrastructure and building construction, as Head of Planning and Engineering Department.

In January 2018, Dirk joined QDVC and was appointed as Technical Director of QDVC Head office.
